ntpdate from net-misc/ntp-4.2.6_p2 and net-misc/ntp-4.2.6_p2-r1 (gentoo) fails with:

 Server dropped: no data

A downgrade to net-misc/ntp-4.2.6_p1-r1  solves the issue.

ntpdate has had no maintainer for years, and has had known serious bug
for at least that long.

We have published that ntpdate is being deprecated.

Somebody may decide to look at this anyway.

In the meantime, please look at *why* you are using ntpdate, as it may
no longer be needed.
